First Aid Training and the law in Ireland.

Irish employers have a clear legal duty to provide First Aid Training and trained first aiders wherever there is a foreseeable risk of injury or sudden illness at work. This duty is set out in the Safety, Health and Welfare at Work Act 2005 and the General Application Regulations 2007, enforced by the Health and Safety Authority (HSA).

The regulations do not list every scenario, but they do require employers to carry out a first-aid risk assessment and provide appropriate cover. If a workplace carries a real risk of injury or medical emergency, trained first aiders are required - whether that is a warehouse in Dublin, a care home in Cork, or a building site in Galway.

The key test is whether your workplace has a foreseeable risk of injury or sudden illness. If it does, trained first aiders are required.

Legal requirements for First Aid Training

Under the Safety, Health and Welfare at Work Act 2005 and the General Application Regulations 2007, employers must provide adequate first-aid arrangements, including trained first aiders, wherever the workplace presents a foreseeable risk of injury or sudden illness.

The regulations do not specify exact circumstances - instead they require employers to assess risks and provide appropriate first-aid cover based on those assessments. However, general guidance indicates trained first aiders are required when:

  • Workers face a foreseeable risk of cuts, burns, falls or crush injuries
  • Machinery, vehicles or tools could cause serious bleeding or fractures
  • Staff work alone, off-site, or in confined or hard-to-reach areas
  • The work environment increases the risk of cardiac arrest, severe bleeding, crush injury or anaphylaxis
  • The workplace is far from emergency services or slow for an ambulance to reach

Healthcare

Construction

Building workers, labourers, electricians, plumbers, and site managers need first-aid skills for falls, cuts, crush injuries and cardiac emergencies. Construction has some of the highest injury rates of any sector in Ireland.
