Employers must provide first aid provision appropriate to the workplace under Regulation 165. Where the assessment requires designated first aiders, they must be trained to the recognised standard, and general first aid awareness for staff is strongly recommended by the HSA.
It depends on hazard level and headcount under the HSA guidelines: a low hazard office may need one from around a hundred employees, while construction, manufacturing and farming need one from a small headcount and more as numbers grow, with cover for every shift.
Two years. Renewal is by a PHECC recognised refresher course before the expiry date.

First Aid Requirements in the Workplace
Regulations 165 and 166, the HSA guidelines on numbers of first aiders, first aid kits and rooms, the PHECC First Aid Response standard and where online training fits.
Regulation 165: equipment, first aiders and rooms
Employers must provide and maintain suitably marked first aid equipment at all places where working conditions require it, and, where the size or hazards of the workplace call for it, occupational first aiders in sufficient numbers and a first aid room. The assessment considers the hazards, the number of employees, the layout and the distance from emergency services. Regulation 166 requires the names and locations of first aiders and equipment to be made known to employees.
How many first aiders
The HSA guidelines set recommended numbers by hazard level and headcount. Low hazard workplaces such as offices and shops may need no designated first aider below about a hundred employees, though one is recommended, and one per hundred above that. Higher hazard workplaces, construction, manufacturing, agriculture, chemical plants, need a first aider from a much smaller headcount and more of them as numbers rise. Shifts, remote sites and lone working all push the number up, and cover for absence is expected.
The recognised qualification
Since 2017 the occupational first aider standard in Ireland is the PHECC First Aid Response certificate, an eighteen hour course delivered in person by a PHECC recognised institution, valid for two years and renewed by a refresher. Cardiac First Response is included within it. This is the certificate an employer names in the safety statement for designated first aiders.
Where online first aid training fits
Online first aid awareness courses give every employee the knowledge to act in the first minutes: assessing a casualty, calling for help, CPR steps, the recovery position, bleeding, burns and choking. They raise the safety of the whole workforce and support the designated first aiders. They do not replace the in person PHECC certificate where the risk assessment requires a designated occupational first aider.
